The only good news about last year's California legislative session is that the Legislature did not make things materially worse for businesses. This inaction, however, failed to improve California's over-regulated and litigious business climate, which has contributed to high unemployment levels, businesses leaving the state, and negative unintended consequences for employers, employees and the environment.
