Back in the Fire

SAN FRANCISCO - Life is a circle, or so it seems for San Francisco Superior Court Judge Charles F. "Chuck" Haines. Appointed to the bench by Gov. Gray Davis in April, the veteran assistant district attorney finds himself back in county criminal court Department 11, exactly where he started his criminal law career 20 years ago.
