Bill requiring counsel for juveniles passes state Legislature

A bill to require that juveniles consult with counsel prior to a custodial interrogation and before waiving any specified rights is headed to Gov. Jerry Brown.

Adults can crack under the pressure of a police interrogation and confess to crimes they didn't commit because they want the questioning to end, want to present themselves as cooperative, or simply don't grasp the consequences of waiving Miranda rights.

And what goes for adults in such high-stress situations goes double for children.
