9th Circuit rejects Jaycee Dugard's suit against federal government

Had federal parole officers done their job, Phillip Garrido would not have had the chance to kidnap 11-year-old Jaycee Dugard and chain her in his shed for 18 years. But a divided 9th U.S. Circuit Court of Appeals panel denied her request for relief Friday.

Had federal parole officers done their job, Phillip Garrido would not have had the chance to kidnap 11-year-old Jaycee Dugard and chain her in his shed for 18 years. But a divided 9th U.S. Circuit Court of Appeals panel denied her request for relief Friday.

The court ruled that federal law immunized the government from the incompetence of its agents.
