Suits Charge Perez Doled Out Planted Evidence to Four Teens
In a fast-food-restaurant parking lot on Vermont Avenue in 1996, former Los Angeles Police Department Officer Rafael A. Perez sat four Hispanic youths down in a patrol car and doled out planted evidence to each, according to a trio of civil rights lawsuits filed recently against the city of Los Angeles.
