Policy of shackling all detainees overturned

A 9th U.S. Circuit Court of Appeals panel on Tuesday held that the Southern District of California had failed to provide adequate justification for a blanket policy that placed all pretrial detainees in full restraints for most appearances.

of California had failed to provide adequate justification for a blanket policy that
placed all pretrial detainees in full shackle restraints for most appearances, unless
a judge specifically requested the restraints be removed.
