ACLU sues Department of State Hospitals over unadmitted patients

The organization alleges mentally incompetent defendants are left to languish in prison without treatment.

The ACLU of Northern California and Sullivan & Cromwell LLP on Wednesday sued the
California Department of State Hospitals and the Department of Developmental Services
