9th Circuit Considers How Far Water Protections Will Flow

SAN FRANCISCO - Environ-mentalists, in a case that could greatly expand the universe of private litigation, urged the 9th U.S. Circuit Court of Appeals on Wednesday to declare that an old gravel pond used as part of a sewage treatment system is covered by the federal Clean Water Act.
