Adam secured a major victory for California public employee unions in February when he convinced a Santa Clara judge to strike down the key provision of Measure B, a voter-backed law that sought to stave off a budget crisis by increasing city workers' contributions to their retirement benefits.


The case involved a challenge driven by San Jose Mayor Chuck Reed to what's known as the California Rule.
