Report Blames Riverside DA for Clogged Courts

A grand jury has issued a scathing report on District Attorney Rod Pacheco's management style, saying he clogs the county's overwhelmed courts by trying cases that should be settled, and that his deputies work under a "pervasive climate of fear and intimidation."
