Bush Should Let Congress Fight Terrorism
Forum Column By John Norton Moore, Malvina Halberstam and Tony Onorato For nearly a decade, Congress and the executive branch have been locked in a struggle over the use of the civil justice system as a tool in the war on terrorism. Over the wrong-headed and time-worn objections of the State Department, Congress correctly and steadfastly has supported providing victims of murder, torture, kidnapping and airplane sabotage a means of taking "terrorist" nations to task.
