Lawyer Brought First Disabilities Act Case

LOS ANGELES - Herbert Semmel, a staff attorney with the National Senior Citizens Law Center and a noted civil rights lawyer, has died. Services were held last week for Semmel, who died Feb. 5 of cancer. He was 73.
