An en banc panel at the 9th U.S. Circuit Court of Appeals upheld a law banning commercials and political advertisements on public radio and television stations Monday.
Chief Judge Alex Kozinski dissented, joined by Senior Judge John T. Noonan, who previously ruled for the majority on a three-judge panel that decided the restriction was a First Amendment violation.
