Strict Rule-Enforcer Tolerates No Bad Behavior

BAKERSFIELD - Almost every day for the past 19 years, Kern County Superior Court Judge James M. Stuart has been carrying a faded old newspaper clipping into his courtroom, a letter to the editor published in the Bakersfield Californian in 1982. And sometimes, when a juror or attorney is tardy, he likes to read that letter aloud.
