City Attorney Wants to Set Up Child-Abuse Unit

LOS ANGELES - City Attorney Rocky Delgadillo has broached plans for a new unit to track and prosecute a greater number of child-abuse cases, noting in an application for federal funds that 90 percent of the cases referred to the county's child welfare agency never reach prosecutors.
