Circuit Panel Reversal Puts Habeas Limit Into Question

SAN FRANCISCO - Opening the door to an order requiring prisons to keep up their law libraries, an 11-judge federal appeals court panel hinted Thursday that lack of access to current materials may create an impediment for inmates and thus give them more time to challenge their convictions.
