Orange County Courts Will Merge in January

LAGUNA NIGUEL - Some judges have to hear cases in moldy trailers outside the courthouse. Defendants, lawyers and witnesses have to pack like sardines into narrow hallways. Jurors have to assemble in an old fire station.
