LOS ANGELES - Los Angeles City Council members Friday denounced the Los Angeles Police Department's heavy street presence during the Democratic National Convention as a waste of money, prompting lawmakers to delay consideration of a proposal to shift city funds to the LAPD to cover officer overtime.
