Orange County Board Sues Over Tobacco Funds

SANTA ANA-- Miffed that voters forced them to spend most of $750 million in tobacco settlements proceeds on health care projects, Orange County officials filed suit Monday in an attempt to invalidate the ballot initiative that required the expenditure.
