Panel discusses judicial appointments

While Gov. Jerry Brown has made no public statement on how he plans to approach judicial appointments, a panel convened on Tuesday by the San Diego County Bar Association made a few guesses.

Among them: Brown isn't likely to stall on filling holes in the trial courts.
