WASHINGTON -- The 9th U.S. Circuit Court of Appeals will get a new judge following Monday's confirmation of U.S. District Judge Jacqueline H. Nguyen. The Senate voted 91-3 to confirm Nguyen, who two years ago became the nation's first Vietnamese-American woman to serve as a federal judge.
