Containing the fallout from the Senate nuclear option

In an op-ed last month, I wrote about the profound impact the Senate "nuclear option" rules changes will have on our system of government in the future.
The most serious impact, I wrote, will occur when the precedent established by the nuclear option, namely that a simple majority can change the rules of the Senate, will be used in the future to "effectively allow for a simple majority rule to end debates on legislation.
