Speaker Detains Racial Profiling Report

SACRAMENTO - The assembly speaker's office has delayed releasing a report that examines whether the California Highway Patrol targets minorities for traffic stops even as a controversial measure requiring further study of the "driving while black" phenomenon awaits action from Gov. Gray Davis, according to Capitol sources.
