Demotion of 15 San Diego Principals Sparks Squabble

SAN DIEGO - When Alan Bersin was selected as superintendent of the San Diego Unified School District in 1998, some found it an odd choice. Then the U.S. attorney for the Southern District of California, Bersin was best known as Attorney General Janet Reno's border czar and architect of Operation Gatekeeper, the heavy infiltration of law enforcement at the Mexican border that pushed illegal immigrants e astward into inhospitable mountains and desert.
