William A. Norris 1927-2017

Retired 9th U.S. Circuit Court of Appeals Judge William A. Norris, who authored a concurring opinion in the 1980s holding the ban on homosexuals in the military was unconstitutional, has died, the court announced. He was 89.

Retired 9th U.S. Circuit Court of Appeals Judge William A. Norris, who authored a concurring opinion in the 1980s holding the ban on homosexuals in the military was unconstitutional, has died, the court announced. He was 89.

Norris died peacefully at his home with family by his side on Jan. 21, the court said in a news release.
