New Commandment: Thou Shalt Not Expect Resolution of Church-State Issue

Forum Column - By William J. Becker Jr. - Sometime soon, Iraq's interim government will submit a constitution for approval by Iraqi citizens in a nationwide referendum. As lawmakers hammer out a final version, the interim version already protects the individual rights of all Iraqis. "Now," says L. Paul Bremer, former Coalition Provisional Authority administrator, "all are equal 'without regard to gender, sect, opinion or religion.'"
