Bill to restrict outside service contracts by courts vetoed

Judicial branch won't have to answer to new rules over how it outsources work.

SACRAMENTO - A union-backed bill that would have prevented California courts from using outside service contracts to replace some in-house staff was vetoed by Gov. Jerry Brown this week, marking a victory for the judicial branch.
