Forum Column - By Kenneth J. Theisen - Next year's Pentagon budget will be $400 billion. While the Pentagon will be spending this large sum, state and local governments will be cutting funds for schools, health care and other social programs. Money saved by the Defense Department could ameliorate some of these cuts.
