SAN FRANCISCO - In a case that could result in significantly higher electricity rates for consumers in California, a federal appeals panel Monday grilled attorneys for Pacific Gas and Electric Co. over its claim that skyrocketing wholesale electric costs should have been passed on immediately to consumers.
