OAKLAND - A federal judge postponed implementation of a proposed government rule that would authorize expedited post-conviction proceedings in death penalty cases after hammering a Department of Justice attorney with questions.
U.S. District Judge Claudia Wilken said she intends to issue a preliminary injunction, and on Friday extended a temporary restraining order until that happens.
