San Bernardino voters ousted City Attorney James F. Penman this week, closing out the controversial lawyer's 26-year tenure with the bankrupt municipality.


Unofficial election results released late Tuesday show nearly 60 percent voted in favor of recalling Penman. A citizens' group organized the attempt to recall Penman and several members of the city council after the city filed for bankruptcy...
