Tackling Prison Overcrowding, Inmates' Medical Care

Federal Judges Stephen Reinhardt, Thelton Henderson and Lawrence Karlton held a hearing Monday in San Francisco as they begin trying to decide what to do about California's crowded prisons. Among the judges' options is imposing a cap on the prison population, which has drawn the ire of the law enforcement community.
