Minority Rights In Election Plan To Be Decided
WASHINGTON - Taking on a major issue under the Voting Rights Act, the Supreme Court announced Friday that it will consider whether, under Section 5 of the act, an election plan can have a "retrogressive purpose" affecting the rights of minorities if it maintains the status quo.
