Federal Approval Required for Plan to Elect Judges
WASHINGTON - Handing a potentially final victory to Hispanic voters in Monterey County, the Supreme Court ruled, 8-1, Wednesday that the county must obtain federal approval of a plan for countywide - rather than district - election of Municipal Court judges.
