Court Broadens Coverage of Drug Initiative

LOS ANGELES - Nonviolent drug offenders arrested for having only drug paraphernalia qualify for treatment under Proposition 36, even though the law doesn't specify the crime as one covered by the initiative, the appellate division of the Orange County Superior Court has ruled.
