In his 2001 State of the Judiciary speech, then-California Chief Justice Ronald M. George said, "If the motto 'and justice for all' becomes 'and justice for those who can afford it,' we threaten the very underpinnings of our social contract. And every day, the administration of justice in our state is threatened by the erosion of public confidence caused by lack of access."
