California's Insurance Regulator Should Not Be Overlooked

I have to wonder at the focus of the recent article (Health Bill Removes Antitrust Bar, Nov. 10). Interestingly enough, the reporter completely overlooked the fact that the outsider quoted in the article, David Balto of the Center for American Progress, recently authored a piece in which he singled out California's Department of Managed Health Care for doing a much better job than other state's insurance regulators.
