Anti-Terrorism Laws Create Legal Quagmire

SAN DIEGO - A Sri Lankan immigrant who paid kidnappers a ransom for his freedom is stuck in a legal quagmire created by laws intended to prosecute terrorists but increasingly used against refugees fleeing violence.

The $500 ransom that he paid to rebels provided "material support" to a terrorist group, the federal government maintains.
