SAN FRANCISCO - International lawyer, scholar, arbitrator and former federal judge Abraham D. Sofaer just got back from a business trip to Israel. Taking a telephone call in his book-filled office at Stanford University's Hoover Institution, Sofaer explained that he was in the Middle East to help draft a border management plan for the Palestinian National Authority, an undertaking of the United States Agency for International Development.
