SAN FRANCISCO - A man who for 20 years oversaw fair hiring practices at Bay Area Rapid Transit has filed a lawsuit accusing the agency of demoting him because of his race - part of what he claims is a pattern of pushing out Hispanic employees in favor of black emloyees.
