LOS ANGELES - Armed with an appellate court ruling in its favor, the Los Angeles city attorney's office will be back in front of a judge Monday in its long-running civil action against Anthem Blue Cross over the controversial practice of rescission.
The office now claims the state's largest health plan cheated as many as 1.7 million policyholders.
