Circling the Drain

Redevelopment agencies—terminated by the Legislature last summer—got a frosty reception to their constitutional challenge at the state Supreme Court.

As oral arguments got underway before the state Supreme Court in November, Justice Joyce Kennard interrupted to ask: "Would it be accurate to state that what is going on here is a fight between the state and the schools on one side, and the redevelopment agencies on the other side in getting control of the property tax revenue?"
