SAN DIEGO - When the San Diego Board of Supervisors passed an ordinance last month, easing regulations on wineries, the intent was to encourage the growth of the wine industry in the region.
But a group of homeowners has filed suit to block the ordinance, claiming that it will drain water supplies, add to traffic congestion and violate the California Environmental Quality Act.
