SAN DIEGO - Prosecutors say that Vista Superior Court Judge Harry M. Elias is biased against them and should step down from a burglary case that is before him. But at a hearing Jan. 27, Elias refused, saying that their arguments didn't meet the standards of rules governing judicial disqualification.
