State prison guards don't owe attorneys fees to the Department of Corrections and Rehabilitation in a 1st Amendment suit, a 1st District Court of Appeal panel held Friday. The state had sought to monitor prison guards' political activities after their union helped defeat a 2005 ballot measure that would have limited union campaigning, but pulled back after the guards filed a 1st Amendment suit....
