LOS ANGELES - Call it the battle of the Steves.
Long-simmering tensions between Los Angeles County District Attorney Steve Cooley and the head of the Los Angeles County prosecutors union, deputy district attorney Steve Ipsen, bubbled over into federal court on Friday, when the union sued the county's top prosecutor, accusing him of "union busting."
