Los Angeles-based First Regional Bancorp has a new chairman of the board. Gary M. Horgan, a principal in the Calabasas-based law firm Horgan, Rosen, Beckham & Coren, was elected to the position. He succeeds company founder Jack A. Sweeney, who will become chairman emeritus....
