Judge Scolds Schwarzenegger Over Prison Health Care Funds

A federal judge had harsh words on Monday for Gov. Arnold Schwarzenegger, whose administration has failed to secure funding for an $8 billion plan to improve prison health care.

SAN FRANCISCO - A federal judge had harsh words on Monday for Gov. Arnold Schwarzenegger, whose administration has failed to secure funding for an $8 billion plan to improve prison health care.

At the hearing, the man behind the plan, court-appointed receiver J. Clark Kelso, introduced his new attorney well-known litigator James J. Brosnahan, who he hired to help Kelso force the state to show him the money.
