SAN FRANCISCO - A suspicious bundle near outdoor news racks closed the Hall of Justice on Thursday for nearly two hours before police determined there was no threat.

SAN FRANCISCO - A suspicious bundle near outdoor news racks closed the Hall of Justice on Thursday for nearly two hours before police determined there was no threat.
Police spokeswoman Maria Oropeza said Edward Garcia, 54, had left some personal belongings in a duffel bag near the racks and entered the hall "to do some business."
