City Attorney Appoints Litigator Specializing in Toxic Torts to Ethics Panel

      Helen E. Zukin, 48, a Los Angeles Superior Court judge pro tem, was appointed Monday to the Ethics Commission by City Attorney Rocky Delgadillo.
