LOS ANGELES - A civil litigator specializing in toxic torts and environmental property damage has been nominated for a five-year term on a panel overseeing the city's watchdog agency.

Helen E. Zukin, 48, a Los Angeles Superior Court judge pro tem, was appointed Monday to the Ethics Commission by City Attorney Rocky Delgadillo.Â
